On the application details screen - now when you hit the reject button you'll see another modal window asking whether you'd like to send out the rejection email as well.

When you hit Send - the reject email is sent. Cancel on this window cancels the candidate rejection. "Edit" takes you to the Email templates section of the jobs details to edit or turn off the email.
